The Digitalisation for Growth, Integrity and Transparency Project (UK DIGIT) is a £14 million  UK International Development (UK Dev)funded project focused on reducing corruption, improving service delivery, and increasing domestic revenues. It started in March 2025 and will run through March 2027. 

UK DIGIT leverages Ukraine’s digital transformation to build more responsive, transparent, and effective public services; support economic recovery and domestic revenue mobilisation; and unlock mutual opportunities for the UK and Ukraine through partnership on innovation. 

Over the past 12 years, Ukraine has made significant progress in improving governance through far-reaching digital reforms. Many of these GovTech innovations were introduced to increase transparency, improve efficiency, and combat corruption, while also strengthening Ukraine’s resilience in response to Russia’s full-scale invasion. Ukraine’s digital transformation will continue to play a crucial role both during wartime and in the post-war recovery period, as the country rebuilds a more resilient economy, ensures transparency in reconstruction, and advances good governance reforms. 

As an integral part of the broader UK–Ukraine Digital Partnership, UK DIGIT aims to strengthen trust between the people of Ukraine and the state by fighting corruption, improving service delivery, and increasing domestic revenues, while fostering a modern two-way partnership that enables lessons from Ukrainian innovation to inform UK practice. 

UK DIGIT builds on several key anti-corruption programs that were implemented by Eurasia Foundation: the Transparency and Accountability in Public Administration and Services Activity (TAPAS) and the Digital Transformation Activity (DTA), both co-financed by USAID and UK Dev.

These programmes contributed to economic growth, enhanced transparency, and streamlined public service delivery in Ukraine. UK DIGIT will continue simplifying interactions between citizens, businesses, and the state while minimising corruption risks and advancing accountability. The project strengthens Ukraine today while creating long-term shared capability in both countries.  

UK DIGIT works with Ukraine’s Ministry of Digital Transformation and several other public sector partners. 

Eurasia Foundation (EF) leads UK DIGIT’s implementing consortium, which includes the Better Regulation Delivery Office (BRDO) and East Europe Foundation (EEF). These organisations bring extensive expertise in digital transformation, AI solutions for the public sector, deregulation, revenue mobilisation, and fostering innovation.  

Together, EF and its partners work to develop and implement sustainable digital governance strategies aligned with Ukraine’s European integration and reform agenda.
