eRecovery: Funding Repairs to Ukrainian Homes with Diia

One of the Government of Ukraine’s top priorities is the country’s transparent and efficient recovery, which relies heavily on digitalization.

On May 10, 2023, the Government of Ukraine presented a new stage of its transparent reconstruction plan: the eRecovery program. Ukraine’s Ministry for Communities, Territories, and Infrastructure Development and the Ministry of Digital Transformation developed this service with support from EF’s Transparency and Accountability in Public Administration and Services (TAPAS) project.

This digital service allows residents whose property has been damaged by wartime hostilities since February 24, 2022, to apply for compensation on the Diia app, Ukraine’s digital portal for state services. For individuals whose homes are completely destroyed and cannot be repaired, the government is developing an alternative compensation program.

Since March 2022, users have submitted over 373,000 notifications of damaged and destroyed property through the Diia app. More than 315,000 of these notifications relate to damaged housing. Going forward, Ukrainians with damaged housing will be able to use the Diia app to apply for financial assistance to repair their apartments, houses, or rooms in dormitories. The government will give priority to families of defenders and vulnerable members of the population.

After users submit an application, local authorities will send a commission to inspect the damaged property and determine the amount of compensation. The commission will record the assessed destruction in the Register for Damaged and Destroyed Property, along with other pertinent information about the case, like information on damaged property and compensation applications. The funds will help Ukrainians purchase construction materials or repair services from contractors.
