Summary

EF leads the implementation of the Digitalisation for Growth, Integrity, and Transparency Project (UK DIGIT), which leverages Ukraine’s digital transformation to stimulate sustainable economic growth, enhance transparency in reconstruction, and strengthen good governance. UK DIGIT builds upon Ukraine’s prior digital reforms and aligns with its European integration goals. The Project is funded by the Foreign, Commonwealth and Development Office.
About the Role
EF is recruiting for a proactive, detail-oriented, and highly organized Human Resources and Administration Specialist to support UK DIGIT’s daily human resources and administration operations. The ideal candidate will play a key role in supporting employee lifecycle processes, ensuring compliance with Ukrainian legislation, EF’s internal human resources (HR) policies, supporting UK DIGIT staff in their daily work, and maintaining smooth office operations. The HR and Administration Specialist reports to the Head of Finance and Administration.
Key Responsibilities
Human Resources
- Support end-to-end recruitment processes, including job postings, candidate screening, interview scheduling, onboarding, and offboarding.
- Coordinate human resources (HR) efforts with an outsourced HR service provider.
- Maintain and update employee records and personnel files.
- Assist in drafting employment contracts, HR letters, and documentation.
- Support performance management cycles and training initiatives.
- Ensure HR policies and procedures are followed and updated when required.
- Provide support to employees on HR-related queries and benefits administration.
- Manage staff military orders and the military reservation process.
Administrative Duties
- Manage daily office operations to ensure a professional and efficient working environment.
- Manage office supplies and coordinate with building management and service providers, including the office cleaner.
- Serve as a contact person between staff, HQ’s IT team, and outsourced IT providers, ensuring effective IT support when needed.
- Manage incoming/outgoing correspondence, documentation, and filing.
- Organize meetings, appointments, and travel arrangements when needed.
- Assist in preparing reports, presentations, and administrative documents.
- Coordinate with external vendors, contractors, and service suppliers, including preparing and submitting requests for payment and other internal administration-related documents to support regular administrative purchases for supplies and services.
- Assist in preparing monthly transportation service records.
- Assist with inventory management.
Qualifications & Requirements
- Bachelor’s degree in Human Resources, Business Administration, Management, or a related field.
- Two years of experience in HR, administration, or similar roles strongly preferred.
- Strong understanding of HR principles, labor laws, and administrative procedures.
- Excellent communication and interpersonal skills.
- Strong organizational skills and attention to detail.
- Ability to maintain confidentiality and handle sensitive information.
- Proficiency in MS Office applications (Word, Excel, PowerPoint).
- Ability to multitask, prioritize tasks, and work in a fast-paced environment.
- Fluency in English and Ukrainian required, both verbal and written.
