SUMMARY 

 

Eurasia Foundation (EF) is a US-based non-profit organization committed to helping citizens in countries in transition realize their full potential and transform their societies. EF supports governments and citizens to enhance responsive, accountable, and transparent governance, and helps citizens build a stronger, more resilient civil society.  

 

Between 2018 and 2025, Ukraine made one of the most significant leaps in digital governance worldwide, increasing its UN Online Service Index score from 0.0594 to 0.9854 and becoming the regional leader in Eastern Europe and a top-30 global performer. This transformation was driven by the launch of Diia in 2020, the Ministry of Digital Transformation’s (MDT) flagship “super app” that integrates government services and digital documents. Diia has become a cornerstone of Ukraine’s digital public infrastructure, providing secure, citizen-centric, and corruption-resistant services that continued to operate even during the war, supporting millions of citizens. Ukraine’s digital success has attracted global attention as a model for citizen-focused transformation, yet replicating the Diia ecosystem can be challenging due to limited standardization and localization tools. Applying the GovStack building block approach can bridge these gaps by translating Diia’s architecture and governance into reusable components.  

 

This position is part of the GIZ-funded Scaling Diia Globally: Diia Showcase and Digital Wallet Proof of Concept project, which will support the Government of Ukraine’s strategic response to the growing international demand to learn from and adapt the Diia model. Through the Scaling Diia Globally initiative, EF will develop practical blueprints and process maps to help other countries plan and implement Diia-like digital public infrastructure. The project’s main workstreams include:  

 

Diia Global Showcase: This workstream will map the Diia mobile application using a building blocks approach, documenting its architecture, governance, legal foundations, and key use cases. It will culminate in a Global Showcase Report and a communications package that positions Diia as a leading example of digital public infrastructure.  

 

Digital Wallet Proof of Concept: This workstream will design, build, and validate a Digital Wallet prototype supporting issuance, secure on-device storage, presentation workflows, and verifier status checks, aligned with GovStack Wallet Building Block (BB) and EU Digital Identity Wallet standards. It will include a technical documentation package and deploy the proof of concept in a GovStack Sandbox to test interoperability with other building blocks. 

 

EF is recruiting for the position of Reference Architecture Consultant, who will provide technical leadership and ensure that all aspects of the Diia Global Showcase and proof-of-concept (PoC) are implemented in line with GovStack principles and international best practices. The Consultant will work closely with the MDT, GIZ, and GovStack technical teams to design, document, and validate the architecture of the Diia Digital Wallet block, ensuring interoperability, scalability, and alignment with global digital public infrastructure standards. 

 

The Consultant will be responsible for the preparation of the full technical requirements package for the Digital Wallet PoC. The assignment includes: 

 

DUTIES 

 

  • Review GovStack documentation (Wallet BB, Identity, Consent, Testing Harness) and summarize key implications for the PoC.
  • Propose the implementation approach (Adaptor, NativeGovStackImplementation, or Testing Harness–based) suitable for the PoC scope.
  • Define functional requirements for the Digital Wallet PoC (issuance, secure storage, presentation, verification of credentials).
  • Define non-functional requirements, including security, performance, interoperability, and mobile environment considerations (iOS/Android).
  • Specify high-level architecture, key components, APIs, and data model aligned with the GovStack specifications.
  • Define testing and compliance requirements, including the expected use of the GovStack Testing Harness.
  • Co-author Technical Requirements (TRs) document to be used to develop Digital Wallet PoC based on GovStack specifications.
  • Contributetothe analysisanddocumentationof the Diia system architecture, including application layers, integration mechanisms, and data flows in the part related to the Digital Wallet BB. 
  • Map Diia’s architecture against GovStack BBsto identify reusable components and interoperability features and dependencies on other BBs.
  • Support the development of a comprehensive architecture overview for inclusion in the Diia Global Showcase Report, aligned with the GovStack BB methodology.
  • Work closely with the Project Manager, PoC development team, Digital EcosystemExpertandGovStackexperts to ensure architectural coherence between the Showcase and PoC workstreams.

 

DELIVERABLES 

 

  • An Architecture Definition Document (ADD)with high-level architecture and dependencies with other GovStackBBs, such as the ‘Identity’ BB, ‘Consent’ BB and ‘Payment’ BBthat includes:
  • Core business processes and interactions for the Digital Wallet PoC
  • Application and data layer, specifying APIs and their interactions, data model description, and data flows at logical levels, a contribution to the Solution Architecture Document and TRs
  • List of high-level architectural requirements to guide Digital Wallet PoC implementation
  • Summary of GovStack analysis and a recommended implementation approach for the Digital Wallet PoC
  • Contributions to the Solution Architecture Document and Technical Requirements Document for the Digital Wallet PoC based on GovStackBB specifications
  • Contributions to the Diia Global Showcase Report, with a focus on content for the technical sections covering issues such as interoperability

 

QUALIFICATIONS 

 

  • Master’s or bachelor’s degree in a technical or related analytical field and/or more than 5 years of equivalent experience in enterprise architecture, system design, or public sector ICT
  • Minimum 7 years of professional experience in enterprise or government IT architecture, digital transformation, or public sector ICT
  • Proventrack recordin system mapping, architecture documentation, and interoperability frameworks
  • Familiarity with digital public infrastructure (DPI) concepts, GovStack, and EUeIDAS/ digital wallet standards
  • Professional certifications in enterprise and security architecture frameworks, such as TOGAF for Architecture, are a strong asset
  • Experience collaborating with government-or donor-funded digitalisation projects,e.g., GIZ, USAID, World Bank, others
  • Strong analytical and communication skills; ability to translate technical concepts into clear documentation
  • Proficiency in English and Ukrainian
