EF is leading implementation of the Digital Transformation Activity (DTA), an innovative eGovernance program that aims to bolster Ukraine's digital transformation to promote the nation's economic revitalization, transparency in reconstruction, and democratic governance during the ongoing conflict and beyond. DTA is co-funded by USAID and UK Dev.  

 

The Procurement Officer supports the administration of DTA activity full-cycle procurement as well as contracting short- and long-term consultants and service vendors. 

 

Essential Functions

  • Coordinate with the Finance Manager (FM) in maintaining the database of procurement purchase requests and preparing monthly/quarterly installment projections.
  • Together with technical staff, prepare documentation for the publication of competitive procurement tenders. 
  • Coordinate with program staff in preparation for procurement selection memoranda and donor approval requests, review and edit contracts for consultants as well as service vendors across all DTA activity.
  • Cooperate and coordinate closely with program beneficiaries during the preparation, evaluation, and award stages of the procurement process. 
  • Coordinate work with the Prozorro platform, monitor platform changes, act as a focal point in the cooperation between DTA and Prozorro platform.
  • Introduce DTA procurement team to the Prozorro platform, advise on effective user experience. 
  • Coordinate contract agreements, monitor implementation in line with the agreed schedule, track service providers and delivery of results. 
  • Verify items billed against items ordered and reconcile differences through follow-up with third-party vendors.
  • Participate in work groups with beneficiaries/recipients, consult and advise on program, budget forecasting and reporting, and prepare memoranda summarizing work group developments.
  • Provide risk management advice and take the lead in any disputes concerning contractual issues.
  • Schedule reporting requirements and payments for new contracts.
  • Prepare payment requests and other procurement documentation as required.
  • Prepare contract reports for EF and donors, as requested.
  • Other duties as assigned.

Education

  • Master`s degree in accounting, business management, law, economics, or a related field required.

Qualifications/Expeirence

  • Minimum 3 years of relevant experience in procurement and contract administration; training or work experience with grants management will be a plus.
  • Proven experience in drafting and negotiating complex contracts/agreements.
  • Familiarity with USAID procurement policies and procedures is desirable, but experience with other donor-funded projects will be accepted.
  • Familiarity with PROZORRO eProcurement Platform. 
  • Demonstrated proficiency with the MS 365 suite of applications, including Excel a must; previous experience with grant management databases a plus.
  • Attention to detail and excellent organizational skills. 
  • Ability to work independently, handle complex assignments and meet deadlines. 
  • Strong interpersonal skills and ability to establish and maintain effective working relations with colleagues, vendors and partners.
  • Ukrainian and English writing and spoken proficiency required
