Communications Manager, Donbas Activity

Eurasia Foundation (EF), a US-based international development organization promoting good governance, civil society development and economic development, is accepting applications for a Communications Manager in anticipation of a five-year USAID-funded Donbas Activity. By promoting inclusive civic identity and common civic values, the Activity will address the divisive impacts of Russian aggression, Ukrainian ultra-nationalism, and the consequences of ongoing armed conflict. The Activity will raise civic awareness, facilitate social and economic entrepreneurship, and improve democratic engagement between citizens and government institutions as well as improve community services in areas most affected by these divisive influences.

The Communications Manager will work closely with the project team, partners, and key stakeholders to promote Donbas Activity core messages and promote inclusive civic identity and common civic values. Ukrainian citizens are strongly encouraged to apply. 


  • Develop a long-term communications strategy with clear interim objectives and indicators; spearhead the implementation of this strategy.
  • Work with staff to ensure a cohesive communications effort across Activity components; support partners' communication efforts. 
  • Identify key accomplishments, learning opportunities, and findings to highlight through communications channel.
  • Develop communications products to promote core messages, highlight program successes, and to reach, grow, and engage target audiences. 
  • Maintain the program’s social media presence and website and ensure their timely updates. 
  • Facilitate the development, writing, production, and editing of the program outreach materials and communications products.  
  • Maintain strong media relations, draft press releases, and organize media events.
  • Contribute to the communications component of the program’s work plan and donor reporting.
  • Ensure all communications materials are in compliance with USAID branding guidelines.


  • Bachelor’s degree in communications, journalism, international relations, political science, law or a related field. Master’s degree preferred.
  • Minimum five (5) years’ experience in developing and executing successful communications strategy with a focus on broad public awareness, civic identity, civil society and government stakeholder engagement.
  • Familiarity with new and traditional media platforms required.
  • Experience with design and creative tools preferred. 
  • Native Ukrainian and/or Russian fluency required; English writing and spoken proficiency required.
