SUMMARY
Eurasia Foundation (EF) is a US-based non-profit organization committed to helping citizens in countries in transition realize their full potential and transform their societies. EF supports governments and citizens to enhance responsive, accountable, and transparent governance, and helps citizens build a stronger, more resilient civil society.
Between 2018 and 2025, Ukraine made one of the most significant leaps in digital governance worldwide, increasing its UN Online Service Index score from 0.0594 to 0.9854 and becoming the regional leader in Eastern Europe and a top-30 global performer. This transformation was driven by the launch of Diia in 2020, the Ministry of Digital Transformation’s (MDT) flagship “super app” that integrates government services and digital documents. Diia has become a cornerstone of Ukraine’s digital public infrastructure, providing secure, citizen-centric, and corruption-resistant services that continued to operate even during the war, supporting millions of citizens. Ukraine’s digital success has attracted global attention as a model for citizen-focused transformation, yet replicating the Diia ecosystem can be challenging due to limited standardization and localization tools. Applying the GovStack building block approach can bridge these gaps by translating Diia’s architecture and governance into reusable components.
EF anticipates the award of the GIZ-funded Scaling Diia Globally: Diia Showcase and Digital Wallet Proof of Concept project, which will support the Government of Ukraine’s strategic response to the growing international demand to learn from and adapt the Diia model. Through the Scaling Diia Globally initiative, the EF will develop practical blueprints and process maps to help other countries plan and implement Diia-like digital public infrastructure. The main workstreams of the project are:
Diia Global Showcase: This workstream will map the Diia mobile application using a building blocks approach, documenting its architecture, governance, legal foundations, and key use cases. It will culminate in a Global Showcase Report and a communications package that positions Diia as a leading example of digital public infrastructure.
Digital Wallet Proof of Concept: This workstream will design, build, and validate a Digital Wallet prototype supporting issuance, secure on-device storage, presentation workflows, and verifier status checks, aligned with GovStack Wallet Building Block (BB) and EU Digital Identity Wallet standards. It will include a technical documentation package and deploy the proof of concept in a GovStack Sandbox to test interoperability with other building blocks.
EF is recruiting for the position of Project Manager (PM), who will oversee the planning, coordination, and delivery of all project activities and milestones. The PM will ensure alignment between the technical, communications, and governance components, maintain close coordination with the MDT, GIZ, and GovStack partners, and deliver high-quality outputs on time and within scope.
DUTIES
- Lead overall project management, ensuring coherence between the Diia Global Showcase and Digital Wallet proof of concept (POC) workstreams.
- Develop and maintain the project charter, work plan, timeline, and deliverable tracker.
- Coordinate with the MDT, GIZ, GovStack, and EF teams to ensure coordinated work planning and smooth implementation.
- Organize and facilitate coordination meetings, technical reviews, and reporting sessions with stakeholders.
- Supervise consultants and technical experts engaged for system mapping, documentation, and POC development.
- Ensure timely preparation and delivery of key project milestones: Inception Report, Diia Showcase Report, POC Prototype (Alpha), Documentation Package (Beta), and Sandbox Test Results.
- Oversee quality assurance processes, including iterative reviews and validation with the MDT, GIZ and GovStack.
- Support alignment of the POC design with GovStack Wallet BB and EU Digital Identity Wallet standards.
- Prepare periodic narrative progress reports, updates, and presentations for EF, MDT, and GIZ.
- Contribute to the development of communication and visibility materials, including articles, briefs, and event support.
- Monitor project risks, dependencies, and mitigation actions.
- Ensure compliance with EF and donor reporting standards.
- Maintain proactive communication with MDT focal points and GovStack experts.
- Facilitate information sharing and documentation flow between technical and communications teams.

QUALIFICATIONS
- Master’s degree in project management, public administration, ICT, digital transformation, or related field
- Minimum 7 years of professional experience managing complex, multi-stakeholder digital or governance projects (experience with international donor projects strongly preferred)
- Proven experience coordinating with government institutions, international organizations, and technical partners
- Strong understanding of digital public infrastructure, GovTech, or eGovernment systems
- Demonstrated ability to manage diverse expert teams and deliver results under tight deadlines
- Excellent organizational, communication, and analytical skills
- Fluency in English and Ukrainian
- Experience with donor-funded project management, e.g., GIZ, USAID, World Bank, UNDP
- Familiarity with GovStack methodology, EU Digital Identity Wallet standards, or similar open standards frameworks would be an asset
