The second film in an ongoing series about regional Russian elections revisits the 2009 mayoral race in Kachkanar, a small one-factory town in the Ural Mountains. When the local steel mine finds its hold over the town challenged by an outsider candidate with dreams of building a ski resort, the political spindoctors arrive and it's up to the local newspaper to keep the electoral hijinks in check.
