Robert Barry is currently an adjunct professor at the Whitehead School of Diplomacy at Seton Hall University and a consultant dealing with election and governance issues. During a 35 year career in the US Foreign Service he specialized in Soviet and Eastern European affairs, arms control and public diplomacy. He was Ambassador to Bulgaria and Indonesia and head of the US delegation to the Stockholm Conference on disarmament in Europe. Following his retirement, he served as the Head of Mission to Bosnia and Herzegovina for the OSCE, 1998-2001. Subsequently, he has headed or served on a number of election observation missions for the OSCE and other organizations. Ambassador Barry is a 1956 graduate of Dartmouth College, which awarded him the honorary degree of Doctor of Laws in 2006. He is also a graduate of Columbia University’s Harriman Institute where he did graduate work on East Central Europe and the USSR.
