Grants Manager, Donbas Activity

Eurasia Foundation (EF), a US-based international development organization promoting good governance, civil society, and economic development, is accepting applications for Grants Manager for an anticipated USAID-funded Donbas Activity. By promoting inclusive civic identity and common civic values, the five-year Activity will address the divisive impacts of Russian aggression, Ukrainian ultra-nationalism, and the consequences of ongoing armed conflict. The Activity will raise civic awareness, facilitate social and economic entrepreneurship, and improve democratic engagement between citizens and government institutions as well as improve community services in areas most affected by these divisive influences.

The Grants Manager will be responsible for sub-grant management and activities. Ukrainian citizens are strongly encouraged to apply. 


  • Oversee the grant-making process and supervise related day-to-day activities from application phase through close-out. 
  • Ensure grant compliance with appropriate laws and regulations.
  • Maintain grantees’ database and files; track awards, compliance, and milestones.
  • Monitor and provide regular reporting on grantees' performance and delays with sub-grant implementation. 
  • Ensure program procurement is in compliance with EF policies; ensure full compliance of grant-awarding with USAID policies and regulations. Provide training and technical assistance to grantees on USAID regulations, financial management and reporting, when needed.


  • Bachelor’s degree in finance, accounting, business administration or other relevant area. Master’s degree preferred.
  • Minimum of five (5) years’ experience in managing grant awards, preferably under USG-funded projects.
  • Demonstrated familiarity with USAID policies and regulations.
  • Native Ukrainian and/or Russian fluency required; English writing and spoken proficiency required.
