Under the supervision of the Eurasia Partnership Foundation’s Country Director in Armenia, the Associate Country Director (ACD) assists the Country Director with the day-to-day management of the country office. The Associate Country Director also coordinates the outreach and fundraising work of the country office, including the organization of outreach events and activities and the development of fundraising proposals. The ACD at all times maintains close contact with both the Country Director and President’s office in Tbilisi on fundraising opportunities and donor relations. As needed, the ACD reviews internal grant documents for the Country Director’s signature. In addition to the responsibilities enumerated below, the ACD takes on additional assignments as requested by the Country Director or the President.
This is a seconded, local hire position in Yerevan. Shipping, housing and schooling allowances are not offered.
Principal Duties and Responsibilities
Responsible for the overall work of the Foundation’s country office in all of the following areas:
Fundraising and Donor Relations
· Coordinates with existing US, European, and NIS donor and partner organizations. Prepares documents and reports to donors as required
· Develops concept papers and proposals for funds from other external sources
· Maintains close working relationship with local USAID mission or office; prepares documents and reports for the local USAID missions as required
· Oversees and facilitates production of country materials for DC and regional publications. Edits all English-language documents to meet professional English standards. Other English-language support as needed. Contributes to the production of the Armenia and Caucasus regional newsletters
· Identifies and cultivates donor prospects on an ongoing basis in coordination with the Office of the President
Outreach
· Drafts press releases and other PR materials; works with program staff to develop success stories for use in local publications and for submission to the Eurasia Partnership Foundation (EPF) President’s office in Tbilisi and the Eurasia Foundation’s DC development office;
· Contributes to the maintenance of the Eurasia Partnership Foundation Armenia web site, in collaboration with outreach, program and technical staff;
· Oversees work of Outreach Coordinator in planning and implementing country outreach strategy.
· Coordinates contact with the press and other groups in connection with newsworthy activities;
· Coordinates with EPF and EF network staff on all outreach and fundraising activities
Personnel and Administration
· Assists Country Director in managing the day‑to‑day operations of the office
· Manages human resource development for Yerevan office, including recruitment, employee relations and staff development
· Assures compliance with the Foundation’s personnel policies and procedures.
· Participates in staff performance review process along with Country Director
· Oversees compliance with internal policy regarding the procurement of goods and services
Programs
· Works with Country Director to seek and develop grantmaking opportunities in all areas of the Foundation’s mandate.
· Assists the Country Director in developing and implementing the office’s annual operating plan
· Assists program staff in developing publication and outcome statements
· As needed, (or in absence of Country Director) reviews and signs regret memorandums for regretted projects and other grantmaking documents.
· Supports Country Director in assuring compliance with grants management policies and procedures
Qualifications
Education: Education should be to the level of a Master’s degree or higher, preferably in the area of public policy, social science, economics, or business management.
Experience: Minimum 3 years professional experience in business, nonprofit, or government sectors. Previous fundraising and outreach experience in international organizations required. Previous human resource management experience required. Previous field experience in the former Soviet Union is required.
Other: Native fluency in written and spoken English and fluency in Russian is required. Knowledge of Armenian language is preferred. Excellent communication and time-management skills required. Strong computer skills are required. The individual must give evidence of capacity to play a leadership and decision-making role as a representative of the Eurasia Partnership Foundation and the Eurasia Foundation Network, as well as the ability to live for prolonged periods in a stressful and challenging environment.
